Mission Statement
The Minority Business Enterprise Council (MBEC) was established in 1980 to ensure that MBEs, WBEs, DBEs, and DS-DBEs are afforded equal access and opportunity to compete for and secure contracts within the City of Philadelphia.
As part of its role, the MBEC promotes the economic development of MBEs, WBEs, DBEs, and DS-DBEs through its certification program; contract review and monitoring activities; as well as ongoing interaction with other City Departments, quasi-public agencies and the local marketplace.
The MBEC currently operates under the Mayor's Executive Order 04-03, the City Regulation that governs the M-DBE, W-DBE, DS-DBE, and DBE program.

MBE Eligibility
An eligible MBE is a business concern, which is both owned and controlled by minorities or by women. This means that minorities or women must own at least fifty-one percent (51%) of the business and they must control the management and daily operations of that business.

Minority Business Definitions
Minority Business Enterprises (M-DBEs)
Businesses that are owned and controlled by African Americans, Hispanic Americans,
Asian Americans, and Native Americans.
Women Business Enterprises (W-DBEs)
Businesses owned and controlled by a woman or women.
Disadvantaged Business Enterprises (DBEs)
Businesses that are owned and controlled by socially and economically disadvantaged
individual(s). Members of theprotected classes.
Disabled Business Enterprises (DS-DBEs)
Businesses owned and controlled by persons with physical or mental impairments that substantially limit one or more of their major life activities.

• City Operating Departments and Quasi-City Agencies
• Public and Private Industry
• Contractors, Consultants, and Suppliers not Certifiable under the City's M/W/DS-DBE Program
