The Certification Unit has the responsibility of certifying and re-certifying DBE’s, WBE, MBE’s and DS-DBE’s under the Mayor’s Executive Order 04-03, thereby making them eligible to participate in and bid on City contracts.

The process of certifying your business begins with filling out the necessary “Certification Packet” and submitting the proper documentation to the Certification Unit. The entire process takes approximately 90 days once a complete application is received. Our steps for certification include:

- On-site interview
If supporting documentation, signatures, or notarizations are missing, or if additional information is needed, the application is considered to be incomplete. Certification is granted only after submission and approval of all of the required forms, affidavits and other supporting documentation to MBEC. Upon approval, your firm will receive a certification letter and you will be listed in our “Directory of Certified Firms”. Contractors, developers, city agencies and departments, and private industry utilize the MBEC Directory and will have the ability to review your qualifications and contact you, if needed, regarding projects.

Once you have gone through the process of certifying your firm, you will just need to re-certify your eligibility every 3 years. Re-certification is simple. If you have not changed your firms ownership or your line of business within the time period that you were previously certified, you will only have to complete the “Recertification Package”.
