or DSBE and become eligible to participate in and bid on contracts with the City of Philadelphia, a firm MUST complete the appropriate application for their type of business and supply supporting documentation to the
OEO offices here in Philadelphia.
What does it mean to become certified as a MBE, WBE, DSBE, or DBE in order to participate in and bid on federally-funded contracts within the City of Philadelphia?
The United States Department of Transportation (USDOT) has issued regulations (
49 C.F.R. 26
) requiring all direct and indirect recipients of USDOT funds to establish a Unified Certification Program (UCP). USDOT agencies that take part in the UCP include the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and the Federal Aviation Administration (FAA). City agencies like the Philadelphia International Airport receive Federal financial assistance from the USDOT and must make provisions so that MBEs, WBEs, DSBEs, or DBEs are able to participate in contracts financed in whole or in part with these funds.
Any firms wishing to participate on these federally funded contracts MUST complete the UCP application and submit it, along with supporting documentation, to the
OEO office here in Philadelphia.

Becoming certified as a MBE, WBE, DSBE, or DBE by the OEO and through the Unified Certification Program (UCP) will afford a firm the opportunity to take advantage of working with both the City of Philadelphia and with City agencies
that take part in the United States Department of Transportation's Unified Certification Program. All this means more chances for an organization to have a very successful working relationship with the Public Sector.
